Accessibility at Hillel Yaffe Medical Center

Hillel Yaffe Medical Center views the right to accessibility as a basic right, safeguarded in the policies and objectives of the organization. The medical center's management and employees are committed to doing everything required to provide accessible service to all people who come to the hospital, including those with physical, cognitive and sensory disabilities or language disorders.

 

The services to people with disabilities will be provided as part of the services offered and intended for the general public. People with disabilities will not be charged for accessible health care services or use of accessibility adaptations beyond the payment collected from the general public for the same service.

 

Below is a list of the accessibility arrangements/adaptations:

 

Borrowing a wheelchair during a visit to the hospital

 

We allow patients and visitors to the hospital to borrow wheelchairs, provided they come with a companion who can support them and operate the wheelchair for them.

 

Hillel Yaffe Medical Center has wheelchair borrowing stations: 

  • In the elevator lobby of Inpatient Building A 
  • At the main entrance of Inpatient Building B

The automatic digital system makes it possible to borrow a wheelchair 24/7 after swiping a credit card as a deposit and leaving a phone number.

 

The wheelchair is provided free of charge for up to four hours, after which the charge is NIS 5 per hour, up to a maximum charge of NIS 1,500 (value of the wheelchair). All users receive a reminder via text message before charges begin.

Parking at the medical center

 

People with triangular disabled person parking permits or disabled wheelchair parking permits are exempt from parking fees.

 

Below is a list of locations with disabled parking in the medical center's parking lots:

  • Parking lot 1 - Inpatient Building A 
  • Parking lot 2 - West lot 
  • Parking lot 3 - Southwest lot 
  • Parking lot 5 - South lot 
  • Parking lot 6 - Inpatient Building B 
  • Disabled parking - adjacent to Inpatient Building A (at the entrance to the General Emergency Room) 
  • Parking lot adjacent to Yad Sarah 
  • Parking near WIZO day care center 
  • Parking near the institutes

Accessibility of buildings

 

We strive to ensure that the buildings and outdoor areas at Hillel Yaffe Medical Center are accessible to people with disabilities and invest significantly to this end.

 

Crosswalks

 

The crosswalks at the medical center have been lowered. These adaptations enable people in wheelchairs to cross the street accessibly and safely.

Walking aids

Railings have been installed in all the hallways of the inpatient departments to support people with walking disabilities.

 

Seating areas and benches

 

In the lobbies of the departments and clinics, the outdoor areas and passageways between the buildings, benches have been installed for rest.

 

Accessible public restrooms

 

Accessible public restrooms can be found throughout the hospital.

 

Service accessibility

Remote sign language interpreting

 

The SignNow service, which is operated by the Ministry of Health, provides remote interpreting service for in-person therapeutic interactions for deaf and hard of hearing persons and sign language users over a special platform.

 

The simultaneous interpreting service is provided over a video call in real time, as the service and treatment are being received.

 

The service is currently only available in Hebrew. The service can be provided using a cellphone or computer with a camera and microphone, by using Chrome to search for “remote sign language interpreting.”

The service is offered Sunday-Thursday, from 8:00 a.m. to 8:00 p.m. On Fridays and holiday eves, from 8:00 a.m. to 1:00 p.m.

Waiting line exemption

 

People with certain disabilities, people with a disabled sticker that says, “waiting line exemption,” are entitled to receive service in public places without waiting in line.

 

However, the “waiting line exemption” does not currently apply for health care services, meaning at hospitals.

 

Although we are not required to provide this exemption at the hospital, we believe that it is extremely important to be sensitive and use discretion in our interactions with these patients and, when possible, to provide them service without making them wait. This is due to the fact that in some cases, waiting may cause them to refrain from receiving treatment.

Service animals

 

A service animal is an animal that has been trained to support, assist and perform actions for a disabled person.

 

Hillel Yaffe Medical Center's policy is, as a rule, to allow persons with disabilities to enter the hospital premises with a service animal, provided that they present a card that confirms that the service animal was trained to support/facilitate their needs.

 

In cases in which the presence of the service animal may pose a medical risk, the service animal will not be allowed on the hospital premises.

  • Attached is a list of sites where the Ministry of Health and hospital management have determined that service animals are not allowed:
  • Operating room and any other site at the hospital designated for surgical procedures or other invasive procedures. 
  • Any site at a clinic designated for performance of surgical procedures, catheterizations, other invasive procedures and dialysis. 
  • Oncology clinics, liver and pancreas transplants, with the exception of waiting areas outside the treatment rooms in these clinics. 
  • Inpatient department or clinic such as a consulting internal medicine clinic designated to provide treatment to people with immunodeficiency or where most of the patients are immunodeficient, with the exception of waiting areas outside the treatment rooms in these clinics. 
  • An inpatient department at the hospital that provides enhanced care or intensive care. 
  • A room in an inpatient department designated for enhanced care or intensive care, as long as a patient who requires this type of treatment is hospitalized in the room. 
  • NICU. 
  • Inpatient rooms occupied by patients with burns, open wounds or dressings accessible to animals. 
  • Isolation rooms. 
  • Delivery rooms.

Cage

 

The cage will be used by the medical center to hold the service animal while treatment is being provided to the disabled person who is assisted by the animal, at a site where the animal may not enter.

 

A cage can be obtained from the Groundskeeping Department. Use of the cage is only possible with the approval of the Accessibility Officer.

Accessible service on medical center premises

Assistance of guide for a person with a visual impairment

 

A person with a visual impairment who comes to the hospital alone and requires assistance to get to the site of treatment and back may request the assistance of a guide when scheduled in advance.

 

At the hospital, people with visual impairments can receive assistance from volunteers with the Kesher Eyin project. To read more about the service >>

Direction and orientation

  • Step-hear boxes - the boxes enable people with visual impairment who wear a special bracelet (provided by the National Insurance Institute to blind and visually impaired individuals) to orient themselves on hospital premises. When a person approaches a box, their bracelet beeps and when they press it, the box provides them with voice guidance regarding their location. 
  • Marking of crosswalks - the sidewalks in front of the crosswalks on hospital premises are marked with a warning stripe and an stripe that guides people to the crosswalk. 
  • Accessible elevators - most of the elevators have been made accessible with Braille and/or voice messages.

 

Communication with staff members

  • Audio system - a loop amplifier has been installed at the service counters of most of the clinics - it is a device that enables people to hear the service provider in front of them in an isolated and amplified manner, without background noise. The loop fits and connects directly to the hearing aids. A person who does not wear a hearing aid will receive an earphone at the counter. 
  • Kol Habriut - simultaneous video interpreting for deaf and hard of hearing persons. Link to the call center: https://www.gov.il/he/service/remote-sign-language-interpretation 
  • Accessibility of the service and admission counters - next to many of the admission and service counters at the hospital is a lower counter for people in wheelchairs, which allows them to communicate at eye level with the service provider.
