It also involves the construction of a fortified underground emergency hospitalization shell and a fortified shell for an operating room floor. The estimated construction cost for this phase is approx.
$70 million, with completion expected during 2028. The Ministry of Health
has allocated a limited budget, and the hospital has begun fundraising efforts to
